Smart City demo projects as defined by the Smart Cities Initiative of the climate fund are measured against the following criteria:

• Sustainable greenhouse gas balance
• Use of the latest technologies with high resource and energy efficiency
• Intelligent and system-oriented solutions to optimize energy systems (optimal use of renewable energy and maximum system efficiency with simultaneous consideration of cost-effectiveness and quality of care)
• Modal split: distribution of transport volumes over various transport connections where soft mobility and public transport are preferable to private motorized transport
• Social and organizational innovations through clear incorporation of users for chances of realization through the early involvement of investors making significant contribution to environmental sustainability
